Plugin Directory: Plugin page should include a jump list of sections

The old plugin directory used tabs to separate the sections of the readme file while the new directory combines them all on to one page without any way to navigate to them.

Providing a "jump" list of sections at the top of the page would allow users to go to a section they wanted without having to scroll through the entire page.

Would it be possible to add an anchor tag with a tab for screenshots? That would just scroll to the screenshots once clicked or if linked?
