Support Forum: Admins don't see warning when replying to topics in closed forums

When a regular user tries to reply to a topic in a closed forum, they get an error. Admins don't.

This leads to admins not realizing the forum is closed. We should have a notice, like we do for closed topics (This topic is closed but your super powers let you reply...).

In 4610:

Support Forums: For closed forums, adds a notice to privileged users indicating that the though the reply form is available, the forum is closed.

Fixes #2353.

Support Forums: Remove the notice for closed forums added in [4610].

The code is moving to wporg-support theme, for consistency with a similar notice for closed topics.
