Remove theme reviewer if no comment in 48 hours

Description

In the last meeting the theme review team decided to automatically remove a reviewer if they have not added a comment in the ticket for 2 days after being assigned as the reviewer on a ticket. The ticket would then go back to the top of the queue so that another reviewer could pick it up.

We discussed this in our TRT triage meeting today and decided that while this one would be good to automate we can actually handle this manually ok and as such setting to low priority. A nice to have but not essential.
