Description
One or two problems.
1) Create Topic links show on reviews.
2) The link doesn't work since the form isn't there
I think we should just remove it.

Hmm, not in regular topics, but in plugin/theme topics:

It's not just reviews, the link is also (erroneously) displayed in individual topics. "Reply to Topic" should be enough.
It's also displayed on https://wordpress.org/support/plugin/jetpack/active, but there's no form, so it does nothing.
