Handbook sidebar nav needs a bit more styling help

The sidebar nav in the Handbooks needs a bit more help. The 'Chapters' heading is too big and looks like a linked item rather than just a heading. Also the in-page nav styling could use some help too.

In 4758:

Breathe: Handbook sidebar nav redesign.

The floating sidebar nav was causing readability issues and so I redesigned it to be anchored better and be more evident that it's a sidebar nav. Also redesigned the Topic in-page box to be lighter so it doesn't detract from the content as much. Still working on a better solution.

Breathe: Highlighted 'active' nav item fix.

The 'active' menu item was not highlighting correctly on ​https://make.wordpress.org/training/handbook/about/getting-started/, so rather than relying on jQuery to make it work, I just added a CSS selector instead which works correctly now.

I think the new menus are a long way forward and I'm not sure if this is a new issue, or a related one that can tag along... but as Community has an ever growing handbook, with increasingly nested pages the current navigation isn't quite handling the level 3 menu items clearly.

I believe it would be ideal if we had collapsing/expanding level 3 (or 4) menu items.
