Forums: Moderators should be able to view subscriptions

Description

At the moment, moderators can see other users' favorites, but not subscriptions, which makes it harder to help someone who has accidentally subscribed to a forum or topic.

A bit of background on why bbPress behaves this way: bbPress explicitly makes this decision , what a user subscribes to is considered "private" data by bbPress, moderators shouldn't have access to users private data, keymasters do have access to view other users subscriptions.

Note: w.org considers moderators a little different to the above, w.org moderators can view a users email address which would normally be private.
