We accidentally deleted the forum welcome links :D

That's okay. The old one was bad. The new one is gooder and in the handbook: https://make.wordpress.org/support/handbook/forum-welcome/

I know @sam would like a blurb of one

If you can shorten it, I kind of think the forum welcome would be better off as a page at wordpress.org/support/welcome or something similar.

but as @clorith pointed out:

To shorten it I think we'd need to re-label it as user expectations and use an excerpt as the welcome

So here's what we have. A link to the welcome.

Since the 'welcome to support' link goes to the forums for other sites, why not this:

"Welcome to Support ... Forum Welcome" sounds a bit repetitive, maybe something like "Get started" as the link text? Also for consistency with other two links, which start with a verb: "Explore documentation" and "Explore the Handbook".
