Forums: Increase the number of topics and replies per page

Before the upgrade to bbPress 2.x, both topic lists and single topics displayed 30 posts per page, now there are only 15. Restoring the previous limit would improve users' chances of getting support, because people rarely go beyond the first page to give a reply.

Same for RSS feeds, they used to display 35 latest posts, and now there are 15. Some moderators follow the activity via RSS readers, and they noticed that when the reader is set to update once in an hour, they never see some posts if there were more than 15 posts in the last hour.

The RSS feeds are set to display 25 entries already, but we can bump the topics per archive page to 30 for better discoverability.

The amount of replies per page inside a topic is left at 15 though, on large topics it may become too much scrolling.

These values are subject to change, we'll try it out and see how it feels.

Previously, the value was manually adjusted for English forums. This change makes sure the same value is used on Rosetta forums.
