Support Forums: Plugin/theme contributors should be able to close a sticky topic

Description

Currently, plugin/theme authors and contributors can stick a topic to a plugin/theme forum, but cannot close it for replies (they have to ask a moderator to do that).

I think they should be able to close their own sticky topics themselves.

Closing in favor of #2598, which suggests that plugin/theme authors should be able to close any topic in their forum (not just sticky).
