Repurpose wceu-volunteers group on Slack

The volunteers team at WCEU just completed the selection of the 250 volunteers for the next edition that will take place in Paris in June and sent out the confirmations to the selected volunteers.

Would it be possible to empty the group WCEU-volunteers, still populated by the 2016 volunteers, and add the following accounts:

@izuvach @stefania @lanche86 @tacoverdo @dzver and @lucasartoni as members of the Volunteers team
@jennybeaumont and @paolo as local lead and global lead

also granting them the privileges to invite people and /announce on the group?

This will help greatly the organization of the event.

I've renamed/archived the previous group (members may still view and search the group via https://wordpress.slack.com/archives/archived), and created a new one in it's place with the above members.

Note, that there isn't a need to whitelist users for /announce and /here in private groups as everyone is allowed to. You can verify this by announcing a blank message: /announce (that's a space after it) which will show you whether you're allowed to use the command in that channel/group. Invitations are also open to everyone in channels/groups.
