A Global Moderation Queue

Description
When a user is added to the moderation queue for one make site, they should be added to the moderation queue for all sites including forums and trac installs. If someone's behavior warrants being moderated, it should be universally moderated.

Unfortunately it doesn't seem like there's an existing plugin that would suit. It's a good idea, but given that there's no traction and no clear way forward, I think the best option here is to close this as maybelater. If someone comes up with a workable solution or code then please feel free to reopen.

As suggested in Slack, this might be a good case for a general purpose plugin, either written from scratch or adapted from an existing one.
