Automatically sign up to make/plugins when submitting a plugin

Description
Make/plugins is the go-to for information about the plugin directory and any critical information a developer needs in times of need (like when changes are made to the guidelines, information about the upgrade progress of the directory at this time and so forth) are always posted there.
Ideally every plugin developer should be following this make blog, but I suspect many don't.
We should consider automatically subscribing plugin devs to make/plugins, as they should all be following it to begin with.
This means that if they didn't read an email with important information it's on them for ignoring it, and not on us for not making the blog discoverable enough.

We're going to double down on email communication. Auto-registering for emails just sounds like a recipe for angry people. Unless we want to go whole-hog and make this a "By submitting a plugin you agree to join email list x" ...
We auto send emails on submission now, and approval, so I'd rather put a reminder in there than to sign people up for a mailing list. Plus I think that would be illegal in some places per CANNSPAM — certainly unethical, no matter how much I think people should be on that list 😇
