Plugin Directory: Add in a h3 for Translation section

Description

Currently the contributors are listed in the Contributors & Developers section, but the translation information is listed out without a heading before it, adding in

<h3>Translation Contributors</h3>

Should help make that clearer.

  • Summary changed from Plugin Directory: Add in a h3 section for Translation Contributors after contributors-list to Plugin Directory: Add in a h3 for Translation section

It shouldn't say 'translation contributors' since the content changes depending on if you have any or not. Making it more generic like <h3>Translate Into Your Language</h3> then it can be adapted to cover things better :D

  • Component changed from General to Plugin Directory

The section should also list the user's preferred languages first (based on Accept-Language header), as was the case in the old directory.
