Support Theme: Add support for dashicons in forums list

On ​https://ru.wordpress.org/support/forums/, we've added dashicons to forum descriptions.

This looks great, but would probably look even better if the icons were next to the title rather than description, both in the forums list and on the home page.

It could be implemented by adding a meta box on Edit Forum page in the admin with a simple text input for dashicon name, e.g. dashicons-sos.

Looking at the previous discussions on Slack, and with a potential redesign coming up some time this year for the forums, I'm wondering if this should perhaps be closed as maybelater.

The redesign might have opinions on icons and such when that time comes, or it may no longer be as relevant, depending on what that ends up looking like.
