Trusted reviewers should be able to assign the ticket to other people if the status is new or reopened.

Can this be reopened?
We receive a lot of requests from theme authors to reassign tickets to a different reviewer.
We need people with the TRUSTED_REVIEWER permission to be able to reassign tickets with the reviewing status so that they can help out.

@grapplerulrich already made a patch for it, but we can open a new ticket if needed.
