Mention MariaDB in the Handbook as a valid alternative to MySQL

Description
The handbook mentiones in a few places MySQL in a tone which could be understood by some users like a strict requirement to use MySQL, even though WordPress can as easily run on MariaDB too. In some case MariaDB would even be preferred.
Please update the following pages to spell "MySQL/MariaDB" instead of just "MySQL":
- https://make.wordpress.org/core/handbook/tutorials/installing-a-local-server/
- https://developer.wordpress.org/themes/getting-started/setting-up-a-development-environment/
WordPress works very well with MariaDB so it deserves to be mentioned in the Handbook just like it is mentioned at https://wordpress.org/about/requirements/
