Current wordpress.org/about/security link to handbook release cycle is broken and returning Page Not Found.

As per wordpress.org/about/security issues related to that specific page should be reported upstream to ​https://github.com/WordPress/Security-White-Paper/

I've created a PR with the URL change here: ​https://github.com/WordPress/Security-White-Paper/pull/67

I'm going to leave this ticket open, as the changes need to sync'd over to WordPress.org.
