The bbPress "View support forum" link currently redirects to https://bbpress.org/forums/
Can documentation be provided on how other plugins to do the same, perhaps adding a readme.txt parameter with the alternate support URL?

No, other plugins cannot do the same.
Like the previous plugin directory, this is limited to specific plugins which also share the same systems as the overall WordPress.org systems do. bbPress and BuddyPress also operate on the same servers, and share the same login systems, as WordPress.org does. Therefore this ability is intentionally limited to them, and only them.
