Change the name of the forum "Plugins & Hacks" to "Plugins"

Description

Since most users probably think "hacks" relates to sites being hacked, not the precursor to plugins that was deprecated 10+ years ago and is removed from WordPress about 2 years ago, I propose that a better name for the forum for support with plugins and hacks would be better named "Plugins." I'm sure those users on WordPress 1.4 or earlier will figure it out.

Where are you seeing any relation to this forum? We made it hidden last year with the forum upgrade (we can't actually outright remove it from existence, as it's the base location for all plugin support forums, but this shouldn't matter as no user will see it).

This should be a simple fix then, we'll just re-label it in bbPress. The label isn't used anywhere for identification, only the slug and ID, neither of which will be affected by this.

Just a quick check with @Otto42 that there's nothing non-public that relies on the label before switching it?

I can't think of any reason that any code would actually reference the forum name other than to display it somehow. If there is code that does need it for whatever reason, then I'd certainly like to know about that, so yeah... Change it, and ping me if anything breaks. Because realistically, I'd prefer that to break so that we can find and remove any such silly dependency.
