Description
Twemoji 2.3.0 was released overnight to support Emoji 5
Diff https://github.com/twitter/twemoji/compare/v2.2.5...v2.3.0
This includes modifications to existing emoji so will require a new directory on the CDN.

We don't really need a separate meta ticket for this, I feel. The existing core ticket to track the changes is fine, since it needs to be synced with core there anyway. One problem, one ticket.
