RSS Feed and Email Subscription hyperlinks in Development tab are reverted

Description

Likely with the recent changes, noticed that the links in the Development tab on a plugin seem to have the an incorrect hyperlink reference.

​https://wordpress.org/plugins/akismet/#developers or go to any plugin and click Development when logged in.

If you view the links for RSS and Email, they appear to be the wrong way around.
