Plugin Directory: "Contact Plugin Author" Should email everyone with commit access

Description

Currently if you click 'Contact Plugin Author' you email the person who 'owns' the plugin. This should actually be the owner + anyone who has commit access. Often the owner is a company, but the developer is 'just' a committer. By emailing everyone, we ensure a broader spectrum of "Hey, y'all, read this!"
