Use the short description for the meta description on plugin pages

Plugin pages have no meta description, leading to ugly excerpts in the search results. Showing the short description as the meta description would fix this.

This seems to duplicate the description that is already there from somewhere else. Probably Jetpack.

I see only one <meta name="description"> tag on the page.

There's also <meta property="og:description"> for Open Graph and JSON+LD markup added in [5457], but they're different things, I don't see how [5718] duplicates them.
