Send notification if review is edited

Description

If a person makes a review, they're able to edit it forever. If they edit a review to which there are replies, the same email notification should be sent as if it were a new review. This gives the plugin author a chance to review and possibly add a reply to reflect the changed contents of the review.

This proposal is needed for the current state of reviews. Perhaps the entire review workflow needs re-thinking. One proposal that came up in #forums bug scrub is to limit review editing to the same 1 hour window as other forum posts. Additionally, add a button or action link to reviews that allows reviewers to archive their current review and create a new one. This way the usual notifications process should work normally, eliminating the need for special handling of edits.

There is a problem with this for themes, I believe.

Perhaps the entire review workflow needs re-thinking.

In the same vein, I opened #7064. If fixed, it would allow us to close this issue.
