Show 'Subscribe to Emails for this Plugin' link on empty forums

If a plugin forum doesn't have any topics yet, then the 'Subscribe to Emails for this Plugin' link doesn't show up, which leads to creating useless threads in order to be able to subscribe.

Low priority, but kind of annoying nonetheless. I've got a lot of higher priority things on my plate right now, but figured I'd put this out there in case someone else gets around to it before I do.

It'd probably make a good-first-bug if we open-source the bbPress plugin that manages the subscriptions.

Fixed.

The "Subscribe to Emails" link, as well as the RSS feed link, now display regardless of whether any support topics currently exist. The fix was applied to the bbPress theme template files for the support forums for both plugins and themes.
