Link Trac component maintainers' usernames in addition to Gravatars

On Trac component pages like ​https://make.wordpress.org/core/components/general/, maintainers' usernames are not linked to the WP.org profile (see the screenshot).

Gravatars are linked, but once they are hovered, the profile link is hidden under the Gravatar hovercard.

Usernames should link to WP.org profiles as well.
