Link to the locale home page from translations

From a translation screen, there is no way to get back to the locale home page.

The breadcrumb trail goes back to the project listing, but doesn't provide a way to go back to the locale home page.

Chatting with @ocean90 at WCEU, we decided to forego that for the moment. Changing that would require duplicating pretty much every GlotPress template. Let's circle back to this if/when GlotPress provides better filtering for the breadcrumb.
