API: Add translation editors

Going on page ​https://translate.wordpress.org/locale/it/default/wp-plugins/akismet you can find the 'Translation Editors' (so PTEs) on the right.
This information is not found in the API (e.g. ​https://translate.wordpress.org/api/projects/wp-plugins/akismet), so it would be useful to add at least the w.org usernames per locale.

I currently don't see the need for exposing any data related to user management through an API. This data is specific to WordPress.org and not really useful for someone else.
