Plugin Directory: "Read more" link inconsistency

1. Go to ​https://wordpress.org/plugins/akismet/.
2. In "Contributors & Developers" section click "Read more".
3. Switch to "Development" tab.
4. There's another "Contributors & Developers" section with a link that now says "Show less", but still has an arrow pointing downwards (see the screenshot).

This may be resolved in by combining the sections in #3028. However, now that the tabbed navigation is back (#2679), maybe the "Read more" link should be removed completely, as the idea of squeezing as much content as possible into a single screen is no longer relevant, and the link looks like a remnant of the previous design iteration. At this point, it doesn't save much space and just creates a minor inconvenience.

"Contributors & Developers" appears to be the only section that still has the link.
