The Link Manager feature was disabled for new installs in WordPress 3.5, so should either re-enable it on Rosetta sites, or (preferably) convert the Resources sections to wp_nav_menu() instead of wp_list_bookmarks(): https://meta.trac.wordpress.org/ticket/1395#comment:4
