New Slack channel: #cli-checksums

The WP-CLI team recently launched a new project for generating and checking checksums for plugins & themes.

In this context, I'd like to have a new channel #cli-checksums that we can use to transparently discuss this project, so that the main #cli channel is not filled up with the project management details.

@danielbachhuber and @schlessera should have the rights to send elevated messages.

I don't think a new channel is needed for this myself.
The main #cli channel doesn't seem that busy that the discussion of a short-term project will be lost - If it was a long-term project with continued discussion/activity, a new channel would make sense.

Lets just let it sit in the main channel for now, and if discussion overloads the existing channel, we can reconsider?

The main problem I see is that most of the discussion will have nothing to do with WP-CLI, but rather with the WP Meta environment, Systems team, plugin repository, etc... It will hurt the focus of the #cli channel.

Also, the project is not planned as a short-term project, but rather it's first iteration is meant to be an MVP. Later on, we'll need to discuss things like potential support for third-party plugins & themes, bulk syncing, etc...

I don't think we need a separate channel either. It's better to keep all of the history in one place.
