Description

On the theme Trac, when a theme is uploaded from a Rosetta site, the string "Diff with previous version:" is translated into the language that the theme is uploaded from. Even though the theme Trac is only available in English.

Here's an example, I uploaded a theme update from ja.wordpress.org, it's translated into Japanese.

https://themes.trac.wordpress.org/ticket/47431

I think it does not really need to be translated, it just looks weird.

In 6328:

Themes: Don't translate trac ticket prefix

This will always be used in an English context, no need to translate this.

Props Mirucon.
Fixes #3206.
