The text on ​https://core.trac.wordpress.org/newticket currently says:

This form is for reporting bugs in WordPress.

This appears to be ​confusing for new contributors, as the form is also used for enhancements and feature requests, but the text makes them think this is not the right place for suggesting enhancements.

Proposed text:

This form is for reporting bugs and suggesting enhancements or feature requests in WordPress core.
