Plugin Admin: Add 'reason closed' to author card

Description

Right now, Plugin Directory Admins can see all the other plugins an author has submitted. Open plugins are green, closed are red.

It would be helpful (and more accessibility friendly) if we changed it from this:

example-plugin [ Edit | P2 | SP ]

to this:

example-plugin (closed: author request) [ Edit | P2 | SP ]
