Visual feedback on local team P2/O2 for first time authors

Posts on the local team P2/O2 from first time authors get caught in the moderation queue.

When that happens, there's no visual feedback, and the author has no idea what happened.

There should be a feedback, e.g. "Your message is awaiting moderation", like in regular WordPress comments.

I feel like the way the title is prepended with "Pending Review" is a decent indicator, but it would be nice to have that translated or translatable if it's not.
