Plugin Directory: Change where plugin display name is 'pulled'

Description
When a plugin is closed, we should change pulling the display name from the readme to the header_name custom field. This will prevent abuse later on.

To clarify,
header_nameis thePlugin Name: Blahheader from the plugins main file, it's just as open to abuse as readme changes are.
