I you open a plugin page that has no language packs, the expected text would be:

There are no language packs yet.

but the current is:
The are no language packs yet.

e.g.:
https://translate.wordpress.org/projects/wp-plugins/kebo-twitter-feed/language-packs

It seems to me that it would have been even better to make this string translatable, isn't it ?

…that said I was going to add another patch but I see that almost no text is translatable in this PHP file for now. Is it normal?

I think the GlotPress pages are all not translatable and are all just English.
