blank dropdown is display and 404 error is shown

Blank dropdown is shown and also 404 error page is displayed while clicking on "download" button

Steps:

  1. Navigate to any plugin
  2. Click on "Advanced view"
  3. Scroll through down up to "download" button is shown
  4. click on "download"

Example URL: ​https://wordpress.org/plugins/find-and-replace-content/advanced/

Note: Issue is shown with plugin which has no older version so I think for those plugins button should remove

3368.diff​ hides the "Previous Versions" section if there are none.
