blank dropdown is display and 404 error is shown

Blank dropdown is shown and also 404 error page is displayed while clicking on "download" button

Steps:

Navigate to any plugin
Click on "Advanced view"
Scroll through down up to "download" button is shown
click on "download"

Example URL: https://wordpress.org/plugins/find-and-replace-content/advanced/

Note: Issue is shown with plugin which has no older version so I think for those plugins button should remove

Keywords has-patch added; needs-patch removed

3368.diff hides the "Previous Versions" section if there are none.

In 6343:

Plugins: Don't show previous versions if there are none.
