CampTix: During ticket purchase, explain which information will get published

Per this discussion, the screen where a ticket purchaser fills out their details, including their name and optionally their Twitter handle, should include an explanation of where that information will be published (namely, the Attendees page and on their badge).

This would be most effective if it was implemented in conjunction with the ability to opt-out during the ticket purchase process.

This was addressed in r7228 by including a link to the Privacy Policy, which explains which/where personal info will be used, along with a field to opt out of being shown on the Attendees page.
