The handbook page "Feature Plugin Treatment" located at https://make.wordpress.org/meta/handbook/documentation/feature-plugin-treatment/ points people to the old tracking page at https://make.wordpress.org/core/features-as-plugins/ .
It should point people to https://make.wordpress.org/core/features/ instead.
Also, it should talk about "Feature Project" instead of "Feature Plugin".
