Plugin Directory translated with wrong pt_PT variant

Description

The ​Portuguese translation of the Plugin Directory is getting the Readme translations from the AO90 variant, instead of the Default.

Here are two examples that show this:

I wonder if the Readme issue reported in https://meta.trac.wordpress.org/ticket/3438 is related to this variant issue.
