At the moment, we allow anyone to reply to a review.

This is both good and bad, community input is always nice, but it does mean others can pile on to a review, if it's bad and they love the plugin, it isn't good for the reviewer now getting bashed, if the review is good but others dislike it, the same can happen (and does happen).

It is also worth noting that we previously didn't have a way to declare support reps, so if you worked for a plugin or theme and were responding to reviews they had to be left open. This is no longer the case as we can now identify support reps (yes i know it's not implemented fully for themes at this time).

Restricting reviews to input only from those who wrote the review, and representatives is therefore now a viable solution.

No, it's a forum, not a ticketing system, and not a way to communicate only to authors. Users help users. That's the point of a forum.

Hard no from me.
