Thread "Edit" link not keyboard accessible

The "Edit" link on threads is only visible on hover and won't be accessible to keyboard-only users.

I think this is more troublesome to resolve than you might think because of the hyphen characters used as styling outside of the links (at least what I see as a moderator).

Still it would be useful for these links to be visible on focus as well.
