The previous link was correct, it's supposed to be a list of other FAQ pages:
​https://web.archive.org/web/20180202182642/https://codex.wordpress.org/FAQ

It stopped working after a recent upgrade, see #3513 for more details.

As per #3513 the /FAQ page now works again, and this change should be reverted to deliver it to the correct page.
