Speaker application form for WordCamps blocked when not logged in

Description

The speaker application form for WordCamps blocks people who aren't logged in with their wordpress.org account. This is a major conversion rate block for getting enough speaker applications. Not everyone has a wordpress.org account cause sometimes people from outside the WordPress community want to give a talk at a WordCamp about more general topics, like the GDPR, marketing or SEO.

Hi @Buxert, I just researched the reasoning behind requiring the login on the speaker application form, and it turns out that this conversation has happened a couple of different times in the past:
