Suppress 'Possibly related tickets?' when empty

Description

Hello,

While creating a ticket on Core Trac i saw the 'Possibly related tickets?' text and clicked at it a few times thinking it a link. Upon inspect I found an empty list.

Can the text be suppressed if list is empty to remove confusion.

In 7275:

Trac: Remove search for related tickets.

The old MySQL tables / server no longer exist, so the search API was disabled.
