The login error message has merged in the login box.

When I try to log in on wordpress.org with the wrong detail the error message has been merging within login box.

As before, We had been getting space between login box and error message.

The error message should display above the login box and need to add some space between the error message and login box.

This was intentional and has been like that since login.wordpress.org was implemented 18months ago in #148.

I don't necessarily see a need to split into a separate block, but the reasons why it was included looks to be maybe no longer needed either.
