Came across these two broken Themes in the translation queue so wanted to flag before I went and translated them.

You can see the project name and theme name and thumbnail are all missing from this screen too, screen coming.

In 7338:

Translate, Theme Directory: Don't use a negative offset for file_get_contents().

PHP 7.1 added support for negative offset to count from the end of the stream which we don't want in this case.

Fixes #3684.
