make/* subscribe option should inform you of pending subscriptions

When trying to subscribe to one of the make/* with an e-mail address already pending confirmation, inform the user that there is a pending request instead of saying a link has been sent every time.

Could maybe add in a keyword or two for searching your mail if you can't easily spot it

The notification used when you've clicked the confirmation link would probably be more suited for the pending approach, as it is both red (could really do with some styling), and has the message You have already subscribed to this site, please check your inbox..

I'm pretty sure this is just Jetpack, so you probably want to file a ticket on Jetpack.

It is definitely Jetpack's subscriptions and should be brought to them.
