On https://wordpress.org/plugins/developers/add/ can we move the FAQ to ABOVE the submit button?

Or somehow make it more obvious that reading before submission is kinda important.

What do you think about making it look like the FAQ section in plugins to make it easier digest-able? Although it does hide the answers.

In addition we could show the submission form only after the checked a box saying that they read and understand the FAQ. Though it'll likely be treated like Terms of Services. At least I probably would…

Maybe we could show them side by side in columns? Right now they don't even notice :(

Let's try swapping them for now as the first iteration. It's low effort and it'll give you a chance to compare
